QUEZON CITY (PIA) — The University of the Philippines (UP) Diliman Health Service is now an accredited Konsulta Package Provider (KPP) under the Philippine Health Insurance Corporation (PhilHealth).
This marks the pilot accreditation of a health service in a university setup in Metro Manila with the goal of bringing free access to primary care health services closer to students, teachers, and non-teaching school personnel.
The Konsulta program, formally known as the Konsultasyong Sulit at Tama benefit package, provides immediate access to essential primary care services, including medical consultations, health profiling, laboratory tests, and prescription of medicines.
With a student population of over 28,000 and 6,000 teaching and non-teaching personnel, this landmark partnership will help foster a healthier learning environment by directly addressing potential health barriers that could affect the academic performance of students as well as the well-being of teachers and other school personnel.
UP Health Service Deputy Director Dr. Oliva Salvador-Basuel welcomed this collaboration, underscoring the importance of preventive health measures in ensuring the effective delivery of education.
“We would like to encourage students and enjoin them to register because UP Health Service is now an accredited PhilHealth Konsulta Package Provider. This is a huge help to our university and the UP Health Service, not only to students but to everyone in the school community,” said Salvador-Basuel.
For her part, PhilHealth Regional Office NCR and Rizal Vice President Dr. Bernadette Lico cited the ongoing efforts of the corporation in broadening the reach and accessibility of PhilHealth’s Universal Health Care (UHC) initiatives to more Filipinos.
“This accreditation marks a significant step in strengthening public health systems within state universities and colleges. It reaffirms PhilHealth’s commitment to providing accessible, quality healthcare for all Filipinos, especially within our public institutions where support is most needed,” said Lico.
“With this partnership, UP Diliman solidifies its role as not only an academic hub but also a model for integrated health services in the region,” she added.
As of April 30, 2025, there are 483 accredited healthcare facilities for the Konsulta benefit package in Metro Manila.
Expanding accessibility
It can be recalled that PhilHealth has been actively forging partnerships with the public and private sector to expand the reach of the Konsulta program.
In April 2024, the medical clinic of the Metropolitan Manila Development Authority (MMDA) became the first non-uniformed government agency to be accredited by PhilHealth as a KPP in the National Capital Region (NCR).
PhilHealth also recently partnered with the Department of Education (DepEd) to simplify the access of public school learners and teachers to essential primary care services.
To date, the corporation has also consistently facilitating the conduct of the ‘Konsulta sa Masa Palengke Tour’ across the region to directly engage with local communities and ensure that they have access to information and registration for the Konsulta program. (JMP/PIA-NCR)
