PhilHealth XI achieves high membership, collection rate

DAVAO CITY (PIA) – The Philippine Health Insurance Corporation in the Davao region has achieved 95.66 percent membership registration rate and 87% collection performance as of 4th quarter this year.

The collection equates to P4.94 billion of its P5.67 billion target, PhilHealth XI regional vice president Atty. Harvey L. Carcedo disclosed this in his message during the Pakighinabi ( Year-End Media Forum on Wednesday, November 27, 2024.

“This milestone demonstrates our shared commitment in ensuring accessible and quality health care for all,” Carcedo addressed the Davao media.

Dr. Jose Cleo H. Bañes, PhilHealth XI’s chief of the Field Operations Division-Membership Section, said that the notable accomplishment of 95.66% membership rate covering a population of 5,099,340 out of the region’s target population of 5,330,947, “reflects growing trust and participation in the national health insurance program in the region.”

Bañes also highlighted the implementation of PhilHealth Circular No. 2024-0020, which expands access to coverage, citing the solo parents and their dependents pursuant to Republic Act No. 11861 or the “Expanded Solo Parents Welfare Act.”

The significant gain in the collection performance was partly attributed to initiatives like the Employer Forum and the first Employer AKO training, Atty. Mark Jim M. Manabat of the FOD-Collection Section, mentioned in his report.

Manabat said that they “aim to focus in ensuring 100% billing of delinquent employers and engaging at least 10% of the 21,940 active employers in Region XI.”

“Notably, the region recorded a 90.53% compliance rate with the No Balance Billing Policy in government hospitals, ensuring equitable access to healthcare,” reported Dr. Gianelli Kristine R. Remocaldo, medical specialist under the Healthcare Delivery and Management Division – Benefits Admin. Section.

Remocaldo also mentioned the other achievements on accreditation in the region, such as 490 accredited health facilities, 2,318 accredited health care professionals, 128 accredited KonSulTa facilities, and 293 KonSulTa physicians.

She said that part of the priority plans for 2025 include the accreditation of at least 328 KonSulTa physicians for a more comprehensive primary healthcare coverage, and the decrease return to hospital and denial rate by further strengthening stakeholder relations through constant reach out engagements.
