TAGUIG CITY, (PIA) — The Philippines’ top budget official on Thursday outlined ambitious plans to position the country as a regional leader in fiscal transparency through enhanced digital systems and public monitoring tools.
Budget Secretary Amenah Pangandaman, speaking at a press conference during the Open Government Partnership Asia-Pacific Regional Meeting, highlighted ongoing efforts to implement the Integrated Financial Management Information System and Budget Treasury Management System.

These digital initiatives, part of the Public Financial Management Roadmap 2023-2028 previously presented to President Ferdinand R. Marcos Jr., will enable real-time public access to government transactions and disbursements.
“Transparency is not just a goal; it’s a continuous process,” Pangandaman said.
“We are dedicated to ensuring that every peso allocated is spent efficiently and responsibly, and that the public is well-informed about where their money is going,” she added.
The new systems will eventually link to the government’s online procurement platform, creating a comprehensive digital infrastructure for fiscal oversight.
Pangandaman emphasized the importance of demonstrating concrete results from public spending.
“We will institutionalize monitoring,” she said. “We have been providing budget for education, for social protection, for health, and infrastructure, and climate. I think it’s about time to show the impact of this money – the funding we give to our people.”
