In line with the directive of President Ferdinand R Marcos Jr, Philippine National Police (PNP) Chief PGen Rommel Francisco Marbil personally visited Rizal, Cagayan today, April 25, 2025, to review the progress of the investigation into the tragic assassination of Rizal Mayor Joel A. Ruma.
PGen Marbil’s visit began with his arrival in Barangay Gagabutan, Rizal, where he visited the wake of the late Mayor Ruma to express his condolences to the grieving family.
After offering his respects, PGen Marbil proceeded to the crime scene at Barangay Illuru Sur to gain firsthand insight into the circumstances surrounding the incident and ensure that every detail of the investigation is thoroughly examined.
Following the visit to the crime scene, PGen Marbil then engaged with the personnel at the Rizal Police Station and participating units. During this meeting, he emphasized the importance of a thorough and focused investigation, urging the team to remain diligent in their pursuit of justice. “Our people’s safety is our responsibility, and they feel more secure when they see us on the streets, especially in areas with high tensions during election season. This is why we are ramping up our police visibility to ensure peace and order,” said PGen Marbil.
Later in the day, PGen Marbil attended the Special Investigation Task Group (SITG) conference meeting, where updates on the investigation were shared. The SITG, formed by Police Regional Office 2, is working tirelessly to unravel the circumstances surrounding the murder. The task group is carefully examining evidence, including CCTV footages from the crime scene, and identifying potential witnesses, ensuring that all evidence is preserved for proper use in court.
Reaffirming the PNP’s dedication to seeking justice, PGen Marbil assured full support for Police Regional Office 2 and the SITG. “We are dedicated to ensuring justice is served for Mayor Ruma, the two other victims, and the residents of Rizal, Cagayan,” he declared. Joining PGen Marbil during his visit were PLtGen Jose Melencio C. Nartatez Jr., Deputy Chief PNP for Administration and PMGen Nicolas Salvador, The Director for Operations.
PGen Marbil’s visit underscored the PNP’s role in upholding the principles of President Ferdinand Marcos Jr.’s Bagong Pilipinas governance, which aims to create a safer and more unified nation. “The Bagong Pilipinas initiative emphasizes transparency, justice, and peace, and the PNP is steadfast in its commitment to these goals,” said PGen Marbil.
