QUEZON CITY, (PIA) — The Philippine National Police (PNP) and Phil-Tower Consortium Inc. (PhilTower) have formalized a partnership aimed at enhancing telecommunications infrastructure and community safety across the Philippines.
This strategic alliance, made possible through a Memorandum of Understanding (MOU) between both parties, combines the PNP’s public safety mandate with PhilTower’s technical expertise, setting a new standard for technology-driven community development.
The partnership is centered on a shared vision of delivering essential telecommunications services while prioritizing public trust and safety.
“As digital reliance grows, safe infrastructure becomes more crucial. This MOU marks a significant step toward combining service with innovation,” said PMGen. Mario A. Reyes, PNP Director for Logistics.
The agreement outlines that both organizations will conduct site inspections and enforce compliance checks to ensure that telecommunications tower sites meet the highest safety and security standards established by the PNP and national regulations.
This dual-layer verification process aims to assure communities that these structures are secure and dependable.
Kalvin Parpan, Chief Government Relations and External Affairs Officer of PhilTower and MIESCOR Infrastructure Development Corporation (MIDC), emphasized the company’s commitment to safety.
“Our security team, comprised of seasoned experts from the Armed Forces of the Philippines and the Philippine Military Academy, brings unmatched expertise in risk assessment and robust security measures. This partnership further strengthens our framework for safeguarding critical infrastructure,” he said.
PhilTower, a leading independent tower company, recently consolidated operations with MIDC to enhance its capabilities in the telecommunications sector.
The MOU allows both companies to unify their assets and support under the new collaboration.

A key objective of the MOU is to bridge the digital divide by extending services to underserved areas, particularly where the PNP operates. Enhanced digital connectivity will improve access to education, employment, and essential government services, fostering a more inclusive society.
Community engagement will be a vital component of this initiative. The PNP and PhilTower plan to conduct joint workshops and outreach programs to ensure residents are informed and actively involved.
