Preparations run high for PBBM-led 4PH groundbreaking

The much-awaited presidential groundbreaking of the Pambansang Pabahay Para Sa Pilipino (4PH) housing project here in Zamboanga City by President Ferdinand “Bongbong” Marcos Jr himself will take place after the local government through Mayor John Dalipe, the Department of Human Settlements and Urban Development (DHSUD) and Pag-ibig Fund shall have signed the tripartite Memorandum of Agreement (MOA) on a date yet to be announced.

This was discussed during the Inter-Agency meeting Wednesday, May 24, in City Hall as preparations for the upcoming Presidential Regional Groundbreaking of 4PH project in Barangay Salaan, this city are being finalized by the city government in coordination with the housing contractor Metro Stonerich Corp, DHSUD, Pag-Ibig Fund and all other agencies concerned.

Accordingly, the MOA signing will be done at the DHSUD Central Office in Manila as soon as Mayor Dalipe and other signatories shall have confirmed the date of their availability for the signing. DHSUD was awaiting confirmation from the mayor’s office as of yet.

This, as the Inter-Agency group tasked to prepare for the presidential visit cum groundbreaking ceremony has conducted series of meetings since March, the latest of which was May 24, this time the discussion centered on certain requirements and stardard operating procedures from the Presidential Management Staff (PMS) Office in Malacañang.

Among these requirements, all attendees, without exemption, including the ground personnel, shall undergo antigen test at least three hours before the event. A swab area will be set up at the project site.

The event is expected to gather thousands of participants and stakeholders from across the Zamboanga Peninsula region to include the local chief executives of 4PH host cities/towns like Pagadian City, Dipolog City, municipalities of Ramon Magsaysay, Buug and others.

Meanwhile, with regard to the confusion over the territorial jurisdiction of the self-contained 4PH housing project, it was resolved and declared at Wednesday’s meeting that the project site officially belongs to Barangay Salaan, not Pasobolong nor Boalan, as earlier announced.

A priority of Pres. Marcos’s administration, the 4PH Program is a joint collaboration of the DHSUD and the city government of Zamboanga under the leadership of Mayor John Dalipe and DHSUD with Metro Stonerich Corp. as the private developer, and Pag-Ibig Fund as the financing agency.

Billed as “El Vinta Residencia,” the socialized housing project is currently being developed by Stonerich Corp. at its own 14.45-hectare property in Salaan. It will have 6,400 residential units in 16 high-rise buildings— 8 buildings at 12 storeys each, and another 8 buildings at 14 storeys each.

Each unit measures 27 sq. meters with two bedrooms, one living room, dining and a comfort room at a coast of P3, 800/month paid through Pag-IBIG Fund.

Like other high-rise residential units in the metropolis, the self-contained community housing in Salaan will have other facilities and amenities for the tenants’ convenience, such as convenience store, laundromat, salon and barber shops, sports complex, parking lot, restobars, food courts, etc. It is open to all Pag-IBIG members in the region.
