CAMIGUIN (PIA) — To educate barangay officials on the proper completion of the forms needed for the 2024 Census of Population and Community-Based Monitoring System (POPCEN-CBMS), the Philippine Statistics Authority (PSA) of Camiguin conducted a series of orientations and training sessions across all municipalities in the province.
“The aim of this 2024 POPCEN-CBMS activity is to identify barangay activities and health, educational, and other facilities present in the locality, as well as to monitor government projects that were deployed within the April to May reference period,” said PSA Camiguin Chief Statistical Specialist Francisco Galagar, Jr.
PSA-Camiguin provided guidelines to complete the barangay profile questionnaire (form 5) and the listing of service facilities and government projects (form 6).
The orientation sessions started on May 10 at the PSA Office’s Training Room in Mambajao. Representatives from 11 out of the 15 barangays in LGU Mambajao participated. The hired team supervisor and statistical researcher provided guidance during the session, which covered essential concepts, definitions, and procedures for accurately filling out the POPCEN-CBMS forms.
Following this, participants from 8 of the 9 barangays in LGU Sagay attended another orientation on May 13 at the Municipal SB Session Hall in Sagay. Similarly, the PSA conducted sessions in Guinsiliban, Catarman, and Mahinog, ensuring comprehensive coverage across the province.
Galagar also led the provincial-level training at the PSA’s provincial training room. Starting on April 30, this training spanned several days, focusing on data collection, listing of service facilities, government projects, and map generation. The training equipped personnel with the necessary skills to gather and review data from all 58 barangays in Camiguin.
These initiatives are crucial for identifying barangay activities and facilities, as well as monitoring government projects. The collected data will be used to update the rural classification of barangays and serve as a reference for geotagging activities.
“Ang CBMS usa ka (CBMS is a) computerized and systematized information system that tells us information on the kind and type of interventions that can be given to a particular group of people or sector at a particular time. Pwede naman nato ma-generate ang data apil ang map (We can now generate the data as well as the map),” said Engr. Luisito G. Napisa, municipal planning and development officer.
He said it’s important to remind people to give enumerators accurate information. This ensures that the government’s plans will be accurate, and that the assistance or intervention provided will reach the right people.
Another participant of the orientation, Nestor Abecia, Jr., said, “Isip usa ka empleyado, nakat-onan nako sa orientation ang maong update sa distribution of shares of LGUs in the National Tax Allocation. Makatabang kini siya sa pag-uswag sa atoang share sa NTA kung kita nga mga katawhan sa LGU Guinsiliban mobayad og insakto sa atoang mga buwis. Mahatag usab niini ang mga nagkalain-laing serbisyo sa katawhan aron mapalambo ang maong lungsod.”
(As an employee, I learned in orientation about the update on the distribution of shares of LGUs in the National Tax Allocation. This will help us increase our share in NTA if we, the people of LGU Guinsiliban, pay our taxes correctly. It will also provide people with a variety of services to help develop the town.)
Galagar stressed that their efforts underscore the importance of accurate data collection and monitoring for effective governance and development planning. The participation of barangay representatives who are knowledgeable about their localities ensures that the data gathered will be comprehensive and reliable.
