PSA targets 529,000 4Ps beneficiaries for PhilSys registration in Northern Mindanao

CAGAYAN DE ORO CITY (PIA) – The Philippine Statistics Authority (PSA) is gearing up to register 529,306 Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries in Northern Mindanao to the Philippine Identification System (PhilSys).

PSA will start the registration campaign in March, ensuring that more 4Ps household members can access the benefits of the national ID system.

This initiative follows the directive of the Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian, who tasked the 4Ps National Program Management Office (NPMO) with ensuring all 4Ps beneficiaries complete their PhilSys registration.

To streamline the process, the NPMO made PhilSys registration and authentication count equivalent to Family Development Session (FDS) compliance. This adjustment allows beneficiaries sufficient time to register at designated sites within their localities.

As of December 31, 2024, PSA reported that 63.16 percent of the 4Ps household members in the region—equivalent to 907,273 individuals from 243,631 active households—have already completed their PhilSys registration.

PSA will prioritize the remaining 529,306 4Ps beneficiaries during the February and March 2025 registration and authentication drive.

4Ps Division Chief Kenneth Haze Lustre explained the benefits tied to compliance.

“If a household grantee registers, it is equivalent to one month of FDS compliance, making them eligible for a conditional cash transfer. If all household members register, it equates to two months of FDS compliance, ensuring a higher cash transfer amount,” Lustre said.

The 4Ps Regional Program Management Office (RPMO) has coordinated with PSA personnel across Northern Mindanao to ensure a smooth process.

To ensure smooth registration across the region, the PSA will deploy a total of 31 registration kits. Bukidnon will receive seven kits, while Camiguin will have one. Lanao del Norte will be equipped with 13 kits, Misamis Occidental with four, and Misamis Oriental with six, ensuring that each province has the resources needed for efficient processing.

PSA uses the registration kit and peripherals (acting as Registration Kit Operator) and provides onsite support in case technical problems arise.

Provincial registration centers are strategically placed across various provinces to ensure accessibility. In Bukidnon, the center is in the Ramos Building, Malaybalay City. Camiguin’s registration center is in Lakas, Poblacion, Mambajao, while Lanao del Norte residents can visit the Barnuevo Building in Iligan City. Those in Misamis Occidental can head to Gaisano Capital Ozamis in Ozamis City, and in Misamis Oriental, the center is at Limketkai Mall in Cagayan de Oro City.

Beneficiaries can visit these centers from Monday to Saturday between 8:00 AM and 5:00 PM. PSA may also deploy mobile registration units if the number of target beneficiaries justifies additional resources.

PhilSys registration is crucial in streamlining government and private sector transactions by providing individuals with valid proof of identity.
