PSA, Unisys open online civil registry outlet in Southern Leyte

MAASIN CITY (PIA) — The Philippine Statistics Authority (PSA) provincial office in close coordination with its private company partner, Unisys, opened on Wednesday, Jan. 25, the Civil Registry System (CRS) outlet in this city, fulfilling one of the cherished vision of the people and their leaders.

Securing important documents on a person’s identity printed on security paper (SECPA) has come much easier and convenient with the CRS launching as Southen Leyteños and residents of the neighboring province of Leyte up to Ormoc, will no longer go to Tacloban for the SECPA-generated birth certificates.

Attending the historic moment were top officials of the PSA led by Betchewell Matienzo from PSA Central office, PSA-8 Regional Director Wilma Perante, PSA provincial directors from all over the region, and municipal, city registrars around the province, as well as PSA provincial personnel headed by Eutemio Llevado Jr.

Provincial officials who were present included Vice Governor Emily Mercado representing the governor, City Mayor Nacional Mercado who also stood in behalf of First District Rep. Luz Mercado, and Manolo Siervo, a key staff of Second District Rep. Christopherson Yap.

Also around were Edwin Anguloan, client delivery director of Unisys, the private firm that provided fast, efficient service of producing vital documents on security paper, a kind of service that was referred to Tacloban way back then that would have taken two weeks to get back, but now readily available in the city.

City Mayor Mercado expressed gratitude as he lauded the PSA’s efforts, saying that going to Tacloban for such kind of service added burden for people wanting these services.

Regional Director Perante congratulated the provincial PSA for the successful launching adding that the CRS outlet in the city was the first outlet in Region 8 installed under the Information Technology Project 2 (ITP 2).

Vice Governor Emily Mercado also appreciated PSA and Unisys for bringing the innovation in the province.

“It has been the governor’s wish that this type of service be made available to Southern Leytenos,” she declaed.

Eutemio Llevado Jr., head of the Philippine Statistics Authority (PSA) in the province, affirmed the Vice Governor’s words, as he recalled that the clamor for Southern Leyte to have its own Civil Registry System (CRS) started during the time when Gov. Damian Mercado was serving as the Representative in the province.

In 2014, or the year he was assigned in the province, then Representative Mercado pointed out only two things for the PSA to accomplish — one was a genuine, accurate result of the upcoming 2015 census, and the other was the establishment of a CRS.

The first request was easy, for the results of the 2015 census was really credible, but the second one took time and encountered many challenges, the latest was COVID-19 pandemic, yet it was realized, finally, with the blessing of the CRS outlet, Llevado reported. (MMP/PIA Southern Leyte)
