RTF-ELCAC pledges continued support to vulnerable communities in Metro Manila

QUEZON CITY, (PIA) — The National Capital Region Task Force to End Local Communist Armed Conflict (NCRTF-ELCAC) has reaffirmed its commitment to supporting vulnerable communities in Metro Manila.

This assurance was made during the “Kapihan sa Bagong Pilipinas” media forum, where Col Robert Lingbawan of the NCR Police Office highlighted the active involvement of community relations officers in all barangays.

According to Lingbawan, the NCRPO has conducted nearly 500 community engagement activities in the first quarter of 2025, benefiting approximately 30,000 participants.

These activities focus on crime prevention, anti-terrorism, and livelihood training, aimed at enhancing the resilience of vulnerable sectors.

Our goal is to provide these communities with activities that contribute to their livelihood, ultimately benefiting their families,” Lingbawan said.

The NCRPO’s approach emphasizes community cooperation and participation, aligning with the mandate of Regional Director Police Brigadier General Anthony Aberin to strengthen community engagement.

Moreover, Lt.Col. Arniel Tormis from the Armed Forces of the Philippines (AFP) discussed their community support program, which aims to address the concerns of vulnerable sectors by connecting them with local government agencies.

Tormis noted that the program includes training opportunities in partnership with the Department of Labor and Employment and the Technical Education and Skills Development Authority.

This initiative helps counter the propaganda efforts of communist terrorist groups by ensuring that community needs are met,” Tormis explained.

The Department of Social Welfare and Development (DSWD) also pledged support for “friendly returnees,” offering sustainable livelihood programs.

Social Welfare Officer Aida Solaiman emphasized the importance of helping vulnerable populations, including children, pregnant women, senior citizens, and persons with disabilities.

Through our various programs, we aim to assist those affected by armed conflict, helping them build a better future and steering youth away from extremist groups,” Solaiman said.

The DSWD’s initiatives include the Pantawid Pamilyang Pilipino Program (4Ps) and the KALAHI-CIDSS poverty alleviation program, which are designed to aid marginalized communities often targeted by left-wing groups.
