Samar farmers celebrate land ownership as DAR distributes 116 CLOAs

CATBALOGAN CITY (PIA) — One hundred farmers from nine towns and two cities in Samar province recently received their Certificates of Land Ownership Award (CLOAs) as part of a marathon distribution by the Department of Agrarian Reform (DAR).

These towns are Sta. Margarita, Gandara, Tarangnan, San Jorge, Daram, Jiabong, Paranas, San Sebastian, and the cities of Catbalogan and Calbayog.

Provincial Agrarian Reform Program Officer II (PARPO II) Segundino Pagliawan led the distribution of 116 CLOAs, primarily electronic titles (e-titles), for three consecutive days under the Support to Parcelization of Lands for Individual Titling (SPLIT) Project.

The distributed titles cover an aggregate area of 172.9791 hectares.

This initiative aligns with President Ferdinand Marcos Jr.’s directive to expedite the distribution of CLOAs to agrarian reform beneficiaries (ARBs) before his term concludes in 2028.

Pagliawan noted that Secretary Conrado Estrella III has also ordered the immediate issuance of CLOAs as soon as they are released by the Registry of Deeds (ROD).

Pagliawan, Ronaldo Escribano, and Lucena Mancol from the Department of Agrarian Reform (DAR) Samar Provincial Office personally handed over the land titles to the agrarian reform beneficiaries.

The ROD released these titles between January and February 26 of this year.

The DAR Samar Provincial Office aims to distribute over 5,000 e-titles throughout this year.
