In the remote town of San Jose de Buan, Samar, a transformative outreach initiative took place as the Local Amnesty Board (LAB) of Catbalogan City sought to improve former rebels’ lives significantly.
The LAB organized an event to simplify the amnesty application process for 12 individuals, giving them a new opportunity to reintegrate into society.
The LAB team, along with the support of the 87th Infantry Battalion, traveled nearly 2 hours from their office to provide essential services directly to those in need.
The orientation on the Amnesty Program covered its Implementing Rules and Regulations. Additionally, a re-oath-taking ceremony for 22 former rebels was conducted before the Public Attorney’s Office (PAO), per new guidelines that mandate notarizing affidavits.

In addition to its outreach efforts, the LAB held an extensive case conferencing session to expedite the processing of amnesty applications. Since December 2024, they have received a total of 378 submissions, with 18 cases moving toward resolution. This progress is attributed to LAB members’ careful validation of each application.
The LAB’s efforts, backed by a coalition of government agencies, such as the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) and the Department of Justice—National Prosecutor Service, among others, demonstrate a shared commitment to facilitating the reconciliation process.
With a deadline set for March 23, 2026, the board aims to ensure that every eligible former rebel has the opportunity to reintegrate, heal, and contribute to a peaceful society in their regions.
As the sun set over San Jose de Buan, the stories of those who had once been caught in the cycle of conflict began to inspire a renewed sense of hope. This hope was rooted in healing, partnership, and the possibility of a shared future in Samar Province. (AAC, PIA Samar)
