MANILA, (PIA) — Senator Win Gatchalian is exploring alternative pathways for professionals to become licensed teachers, a move he believes could enhance the quality of senior high school education in the Philippines.
Gatchalian raised this proposal during a Senate hearing on Senate Bill No. 2840, which seeks to amend the Philippine Teachers Professionalization Act of 1994 (Republic Act No. 4784).
The bill aims to introduce new avenues for individuals to register as professional teachers, allowing applicants to qualify by either passing a licensure exam or submitting a portfolio demonstrating their adherence to professional teaching standards.
“The world is changing, and specialization is more important than ever,” Gatchalian said.
As the Chairman of the Senate Committee on Basic Education, he emphasized the need for specialized educators, particularly in fields like technical-vocational education.
He highlighted the case of a technical college in Valenzuela that plans to offer graphic design and computer courses at the senior high school level. However, the college faces difficulties in finding qualified teachers for these subjects.
“Even though there are graphic designers who want to teach in senior high school, there is no way for them to do that,” Gatchalian noted. “We really need to align our laws and policies with our goals, and right now, our goal is to strengthen senior high school.”
The proposed amendments could potentially open doors for professionals in various fields to contribute to the educational system, addressing the growing demand for specialized teaching staff in emerging disciplines.
