SPMC exec affirms equal rights for children with down syndrome

DAVAO CITY (PIA) — Southern Philippines Medical Center (SPMC) Consultant for Neurodevelopmental & Behavioral Pediatrics Dr. Mervin Edcel E. Flavier has said that children with Down Syndrome and Intellectual Disabilities have the right to equal opportunities and access essential services, just like everyone else.

“Individuals with special needs have the right to enjoy equal benefits [that we enjoy]. Whatever we have, they have the right also to experience—learning and living.” Dr. Flavier said.

He said that Down Syndrome is a genetic condition caused by the presence of three copies of chromosome 21, which leads to distinct physical features and intellectual disabilities. To support children with special needs, he highlighted the government’s Z Package, a specialized assistance program designed to provide therapy and interventions for indigent patients.

Beyond advocating for inclusivity, Dr. Flavier also stressed the importance of responsible media use for young children, particularly those aged 0-2 years old. He warned that excessive exposure to digital media at an early age can interfere with cognitive and social development. Instead, he encouraged parents to engage their children through talking, singing, and reading storybooks—activities that help stimulate brain development.

He clarified that while technology itself is not harmful, it must be used properly, with parental monitoring and guidance, to ensure that children balance entertainment with education and develop healthy learning habits.

“I’d like to clarify—gadgets do not cause intellectual disabilities. But they can be even more harmful because if a child is already having a hard time learning, why would you give them an additional distraction.” Dr. Flavier said.(REC / PIA XI)
