TESDA-7 implements local needs-based skills certification

CEBU CITY, Cebu (PIA) — The Technical Education and Skills Development (TESDA-7) has forged a local needs-based strategy to ensure relevance and responsiveness of their graduates’ skills and competencies.

TESDA 7 assistant regional director and Cebu provincial director Floro T. Ringca reported during the ‘Kapihan sa Bagong Pilipinas’ that TESDA is implementing the ‘Area Based Demand Driven – Technical-Vocational Education and Training (ABDD TVET) as the central strategy in the operationalization of the ‘National Technical Education and Skills Development Plan (NTESDP) 2023-2028.’

Ringca revealed that the ‘Bread and Pastry Production National Certificate II (NC II)’ scored the highest demand among other scholarship programs that TESDA certifies which now deems to have greater degree of competence in terms of employment or entrepreneurship.

“Puros na gyud bread and pastry na ta, daghan na ta kumpetensya, without knowing nga wala na diay demand, wala na’y industry nga nanginahanglan so mao karon gimugna ning ‘Area Based Demand Driven TVET,” Ringca said.

(We are just more on bread and pastry. We have a lot of competition, without knowing that there is no more demand, there is no industry that needs it. So now we have created this Area Based Demand Driven TVET.)

Based TESDA’s records, bread and pastry production has a total of 4,125 scholarship slots across the region, followed by the driving national certification which has 3,685 slots.

Other scholarships are the contact center services certification which has 2,424 slots; shielded metal arc welding with 1,966; production of high-quality inbred rice and seed certification and farm mechanization with 1,950; computer systems servicing with 1,672; events management services certification with 1,465; electrical installation and maintenance with 1,378; hilot or wellness massage with 1,309; and cookery certification with 1,141.

In the course of demand and data driven TVET since 2023, TESDA has annual consultations to determine the needs of the localities.

The bulk of demand, according to TESDA 7, is that Central Visayas recorded more need for the manufacturing industry.

However, Ringca clarified that this is due to the concentration of the manufacturing industry in Cebu.

Ringca pointed out that the demand per province in the region varies as the provinces of Bohol and Negros Oriental are more on agriculture while the province of Siquijor is on tourism.

Ten sectors in the region are rated by priority, with manufacturing at 29.52 percent; agriculture at 21.90 percent; tourism at 20.45 percent; construction at 13.12 percent; Information and Communication Technology (ICT) at 9.969 percent; healthcare at 3.03 percent; education at 1.37 percent; logistics at 0.90 percent; creative at 0.10 percent; and 0.0 percent for energy.
