The Technical Education and Skills Development Authority (TESDA) is set to train probationers, parolees, and pardonees in accordance with the memorandum of agreement (MOA) it signed with the Department of Justice (DOJ).
TESDA will provide access to its extensive training network, conduct a Training Needs Analysis, and facilitate certification for participants under the Philippine TVET Competency Assessment and Certification System (PTCACS).
Moreover, TESDA will extend training through mobile programs and other accessible formats, certify graduates of certifiable programs and administer scholarship programs in accordance with existing regulations.
Department of Justice Secretary Jesus Crispin Remulla and TESDA Director General Jose Francisco Benitez signed the MOA that aims to strengthen the collaboration of the two agencies to foster reformation of former inmates through skills development.
Parole and Probation Administration (PPA) Administrator Bienvenido Benitez Jr. witnessed the signing of the MOA on November 15, 2024.
DOJ’s Remulla emphasized the importance of equipping individuals in the country’s correctional system with technical skills that enhance employability and self-sufficiency.
For its part, the DOJ will screen and refer qualified probationers, parolees, and pardonees and coordinate with local government units (LGUs) for support in providing venues for training.
DOJ will also monitor the progress of training participants through its regional and field offices.
Both parties will shoulder the costs of their respective responsibilities unless otherwise agreed in writing.
Remulla said that the initiative is in line with the government’s commitment to inclusive progress under the “Bagong Pilipinas” movement.
“Once again, this milestone in our Corrections system was made possible by the earnest and diligent efforts of our present government to reform and transform lives, ensuring that no one gets left behind, even those undergoing reformation,” the Justice chief said.
The MOA will be in effect for three years from the signing date, with provisions for early termination if agreed upon by either party.
