Tolentino supports suspension of apprehension for vehicles using temporary, improvised plates

Senate Majority Floor Leader Francis “Tol” Tolentino concurs with the order of the Land Transportation Office (LTO) to delay their plan to apprehend users of motorcycles with temporary or improvised plates.

Tolentino believes that the order is appropriate, as the agency continues to face more than 12 million backlogs in the issuance of official motorcycle plates.

“It is not the motorists’ fault that there is a shortage of plates. Leave the motorists and riders alone! The lack of plates is not their fault—this is the government’s responsibility,” Tolentino said.

The LTO has since deferred the enforcement, originally set for September 1, to December 31, 2024.

The majority floor leader initially flagged LTO Region VII for the planned apprehensions, which were based on LTO Memorandum VDM-2024-2721.

The order states that the use of non-LTO issued license plates shall only be allowed when using appropriate improvised plates while waiting for the replacement of lost and mutilated license plates, for temporary vintage vehicle plates, as temporary plates for new four-wheeled motor vehicles, and as temporary plates for registered motorcycles.

Tolentino is the principal sponsor of Senate Bill No. 2555, which aims to amend the provisions of the ‘Doble Plaka’ Law or RA 11235. (RF,CH,CPC)
