Treatment center eyes multi-sector partnership to address substance use, abuse in La Union

SAN FERNANDO CITY, La Union — The Treatment and Rehabilitation Center-La Union (TRC-LU) is pursuing a strategic collaboration with multi-sector partners through the creation of a Multi-Sectoral Governance Council (MSGC) to address substance use and abuse in the province.


This initiative is part of the center’s commitment to implementing a Performance Governance System (PGS) framework in partnership with the Institute for Solidarity in Asia (ISA), aimed at enhancing collaborative efforts across sectors.

The TRC-LU MSGC held its inaugural meeting on Nov. 6, bringing together public and private partners from the academe, religious sector, media, business community, local government units, non-governmental organizations, and regional agencies. This diverse council seeks to provide a holistic approach to tackling substance abuse and its impact on the community.

Dr. Marvin F. Munar, Chief of Hospital III at TRC-LU, emphasized that the MSGC’s establishment would help the center fulfill the government’s mandate for the long-term recovery and reintegration of individuals affected by substance abuse.

“The center’s approach has evolved from simply offering treatment to providing a pathway to full recovery that empowers individuals to become positive contributors upon reintegration into society. The council ensures that our services are aligned with this mission,” Munar said.

The MSGC will serve as an advisory body for TRC-LU, offering strategic recommendations and feedback on implementing the center’s goals. It will also support resource generation to drive the center’s strategic initiatives.

Lawyer Patricia R. Rimando of the Philippine Drug Enforcement Agency (PDEA) Region 1 and a member of the MSGC, noted that the collaboration benefits not only the center but also PDEA’s mission of providing treatment and rehabilitation to its beneficiaries.

“The collaborative nature of this council is significant. Collaboration is the highest form of governance,” Rimando said.

TRC-LU envisions becoming a premier treatment and rehabilitation center in Northern Luzon by 2029, providing quality, collaborative healthcare for substance dependents and vulnerable individuals.
