Vigan City water utility streamlines services through digitalization

SAN FERNANDO CITY, La Union (PIA) — The Metro Vigan Water District (MVWD) enhanced service delivery through digital innovation to better serve its concessionaires.

Vincent Eduard Arranz, department manager for finance and commercial services, said these efforts are aligned with President Ferdinand R. Marcos Jr.’s directive to digitize government services and promote ease of doing business.

The district’s read-and-bill system expedited bill distribution to customers right at their doorsteps.

“This process is a significant improvement over the old method, which involved manually writing meter readings, processing calculations, and printing bills in the office—a process that took at least two days before the customer would receive their billing statement,” he said during the recent episode of Kapihan sa Bagong Pilipinas held in Vigan City, Ilocos Sur.

Online payments revolutionized the way customers settle their water bills.

By partnering with Land Bank of the Philippines’ LinkBiz online banking system and electronic commerce payment platforms like GCash, Maya, and ECPay, MVWD offers customers the convenience of 24/7 accessibility and the flexibility to pay bills from anywhere.

Meanwhile, to streamline reporting of issues such as leaks, water pressure, and unavailability of water, customers are highly encouraged to use the water district’s text blast initiative.

To use this service, simply send a text message to 0955-264-2948 with the following format:

  • To inquire about your latest bill, key in: “Inquiry [space] Account Number”
  • To report an issue type: “Report [space] Account Number [space] Your Concern (e.g., leak, no water, low water pressure, etc.)”
  • To receive a regular monthly text message on your bill, key in: “REG (space) Account Number”
