QUEZON CITY, (PIA) — The Union of Local Authorities of the Philippines (ULAP) has formally expressed its full support for the Philippine Youth Development Plan (PYDP) 2023-2028, passing a resolution to adopt the national government’s blueprint for youth development.
Through ULAP Resolution No. 09, s. 2024, the organization commits to working closely with the National Youth Commission (NYC) to ensure the effective implementation of the PYDP at the local level.
The resolution was passed during the 104th National Executive Board Meeting held last April 5, 2024, following a presentation by NYC Commissioner Atty. Reena Vivienne Pineda on the PYDP and its importance in nation-building.
“NYC recognizes the vital role of the youth in nation-building and this may be attained through the PYDP which provides a comprehensive framework for their holistic development,” said Atty. Pineda.

The adoption of the resolution reaffirms the commitment of both NYC and ULAP in empowering the Filipino youth and creating a better future for them.
The PYDP outlines ten centers of participation for youth development, including governance, active citizenship, economic empowerment, global mobility, environment, agriculture, peacebuilding and security, social inclusion and equity, health, and education.
ULAP calls on all local government units (LGUs) to implement and allocate local youth-oriented programs and policies by adopting the PYDP 2023-2028 through their respective Local Youth Development Plans. (JVD/PIA-NCR)
