yKalingas urged to actively participate in POPCEN, CBMS surveys

CITY OF TABUK, Kalinga (PIA) — Starting July 15, 2024, hundreds of enumerators hired by the Philippine Statistics Authority (PSA)-Kalinga will be going house-to-house in all seven municipalities and this city to conduct data gathering  for the 2024 Population Census (POPCEN) and Community-Based Monitoring System (CBMS) surveys.

The PSA-Kalinga  is seeking people’s active participation in the activities as the data that will be collected  are  vital in formulating  government  development programs including  poverty alleviation initiatives.

“Kadagiyay kakailyan tayo nga taga-Kalinga, maki-participate tayo kuma amin ta pagsayaatan tayo gamin amin daytoy. Ited tayo diay us-usto nga data. Nu umay dagituy enumerators tayo, anusan tayo nga itugawan paylang nga sungbatan dagiyay damagen da ta usaren dagituy planners tayo dagituy data nga ma-collect para iti pagsayaatan yu ken pagsayaatan ti ili tayo,” said Christian A. Dacpano, information systems analyst III of the PSA-Kalinga.

[To the people of Kalinga, please participate(in the surveys) because these are for our own good. Let us give the correct data.  If the enumerators come, please  sit down with them and answer the questions they ask because the data they collect will be used by planners for our own  good and the good of the community.]

The POPCEN aims to update the population count of the country while the CBMS collects data on health, nutrition, water, sanitation, shelter, education, income, among other socioeconomic information.

Dacpano said the CBMS data will be used to update the database of poor families used by the Department of Social and Welfare Development. It will also be shared with local government units (LGUs) to be used as a basis for planning projects and programs to address the needs of their constituents.

“Bale i-share tayo daytoy nga data ti LGU tapos ti LGU ket usaren na daytoy nga agplano nu inya ba dagiyay awan idiay maysa nga barangay. Maala tayo ngay diay barangay characteristics tapnu at least makita ni LGU nu agplano isuna, for example ngay ket kurang ditoy maysa lugar iti bumbaan, nu ag-project da ammu dan ti pangiyapanan da,” Dacpano said.

[We will share the data to the LGUs which they will use  in planning for the needs of the barangays. The barangay characteristic is captured  which the LGUs can use as guide when planning. For example, a certain barangay lacks deepwell,  LGU  will be  guided when planning for projects.]

The PSA-Kalinga hired a total of 241 enumerators, 50 team supervisors, 14 census area supervisors, and  eight head census area supervisors for the surveys. They underwent training to equip them on data collection procedures and  were oriented on the Data Privacy Act.

Dacpano said the surveys do away with the traditional paper and pen and will be completely computer-assisted personal interviews. (IOS-PIA CAR, Kalinga)
