Zambo City strengthens gender equality through local women’s council


ZAMBOANGA CITY — Zamboanga City government’s commitment to gender equality continues to take a step forward with the support of the Local Council of Women, Zamboanga City Chapter—a vital bridge between the government and women’s groups, ensuring that gender-focused policies and programs are effectively implemented.

Despite persistent challenges such as discrimination, gender-based violence, teenage pregnancy, and rising HIV cases, the local government, in collaboration with women’s organizations, continues to push for inclusivity and empowerment.

While efforts to promote gender equality have intensified, reported cases of discrimination and violence have also increased. 

“The increase in reported cases does not necessarily mean that gender-based violence has worsened. Rather, more women now have the courage and access to mechanisms to report their experiences, thanks to awareness campaigns and strengthened support systems,” explained Wilfredo Aporongao, head of the Gender and Development (GAD) Office of Zamboanga City.

The 2022 Philippine National Demographic and Health Survey revealed that 18 percent of Filipino women with a husband or intimate partner have experienced physical, sexual, or emotional violence—a national issue that reflects local concerns.

The city government’s gender programs focus on providing equal opportunities for women across all sectors, including indigenous peoples (IP), Muslim women, persons with disabilities (PWDs), and other marginalized groups. 

Among the flagship initiatives is the Women’s Summit, which gathers community leaders, barangay focal persons, and even male advocates, such as ERPAT (Empowerment and Reaffirmation of Paternal Abilities) members, to discuss gender-related issues and solutions.

“We need to break the stereotype that a woman’s place is only at home. Women are leaders, workers, and changemakers,” Aporongao emphasized. “By equipping them with skills and opportunities, we are proving that women’s potential is limitless,” he added.

Lilia Nuño, president of Local Council of Women, Zamboanga City Chapter, supports the city’s initiatives and acts as a voice for women, advocating for stronger policies and more responsive services.
