PAGADIAN CITY (PIA) – As part of its ongoing efforts to enhance disaster preparedness, the Office of Civil Defense (OCD) recently conducted a review of Regional Disaster Risk Reduction and Management Operations Center (RDRRMOC) Standard Operating Procedures and Guidelines.
The initiative aims to refine operational protocols, strengthen inter-agency coordination, and boost regional readiness in disaster response.

“These guidelines are not just documents, we should treat them as tools that guide us during emergencies,” said Civil Defense Officer Al-Emran A. Asani, who is also the deputy of the operations center at OCD Zamboanga Peninsula.
The workshop focused on finalizing the RDRRMOC SOPG 2025 by incorporating best practices and lessons learned from past emergencies.
The revised SOPG offers a practical and scalable framework to ensure timely, organized, and unified action among multiple agencies during crises.
Council members actively participate in refining the communication protocols and tailoring SOPs to address region-specific hazards and risks.
Agencies such as the Department of Human Settlements and Urban Development (DHSUD), which leads the shelter cluster during disasters, underscored the importance of these operational guidelines.
“It is vital for us to be well-versed in these protocols. This will enable us to coordinate effectively during emergencies, especially in fulfilling our mandate to support displaced families, assess shelter needs, and provide timely interventions,” said Sheena Mae B. Mendoza, project development officer of DHSUD.

The Regional Disaster Risk Reduction and Management Council (RDRRMC) serves as the nerve center for disaster operations in the Zamboanga Peninsula, handling alert systems, information management, and resource mobilization.
