Empowering women calls for collective action

Department of Justice (DOJ) Assistant Secretary Michelle Ann Lapuz delivered a thought-provoking message that transcended the boundaries of International Women's Day and Women's Month celebrations. This happened when the Philippine Information Agency (PIA) hosted an inclusive discussion on gender equality and women's empowerment over the weekend in Quezon City.

Asec. Lapuz emphasized a crucial shift in perspective: achieving gender equality is not a battle between men and women, but a collaborative effort requiring everyone's participation in order to achieve gender equality and eradicate all forms of violence, abuse, and exploitation.

Lapuz recounted her own journey, highlighting the importance of integrating women's voices across all sectors of society.

She said the Philippines has long recognized this imperative, enshrining it as a core tenet of the government's mission to "achieve a just and peaceful society through the establishment of an effective, gender-sensitive, gender-responsive, and child-friendly justice system."

According to the 2023 Global Gender Gap Index Report by the World Economic Forum, the Philippines continues to lead as the most gender-equal country in Asia, with a 79.1 percent gender parity, and is ranked 16th out of 146 countries worldwide.

Lapuz emphasized that the path to women's empowerment is not about women fighting against men, but rather a collaborative endeavor where everyone's participation is crucial. She shared her personal journey, explaining how she joined the DOJ to help create a more gender-balanced environment, emphasizing the importance of highlighting women's perspectives in all sectors of society.

She shed light on the existing legislation in place to protect women and children, including the Magna Carta for Women, anti-rape laws, laws against sexual harassment, and the Expanded Safe Spaces Act, among others.

The DOJ has been actively involved in various initiatives to empower women and combat violence and abuse. This includes being a member of the Interagency Council on VAWC, chairing the Interagency Council against Trafficking in Persons, and advocating for a gender-responsive justice system.

One notable initiative is the establishment of the GAD and Special Protection Office within the DOJ, providing a physical structure dedicated to gender and human rights advocacy. Additionally, the DOJ has implemented the one-stop-shop for victims of Violence against Women, offering essential support services such as safe havens, counseling, and legal assistance.

Lapuz emphasized the importance of effective communication in these efforts, especially in reaching grassroots communities. She acknowledged the power of social media in disseminating information but also highlighted the need for clear, relatable messaging to engage the public effectively.

The DOJ, Lapuz mentioned, is working to strengthen its strategic communication efforts to utilize social media platforms effectively. Through catchy visuals and compelling content, they aim to raise awareness and spark conversations on crucial issues such as violence against women and children.

She called on the Philippine Information Agency, known for its broad reach to grassroots communities, to be a partner in spreading the message of empowerment and protection. Lapuz stressed that real change starts with small steps and that everyone has a role to play in creating a just and peaceful society.

Lapuz thanked the PIA for the opportunity to share the DOJ's agenda and expressed hope for future collaborations. She reiterated the importance of collective action, urging everyone to stand together in support of women's rights and the protection of the most vulnerable members of society.

Asec. Lapuz's message served as a prompt of the ongoing battle for equality and justice, calling on all to join hands in empowering women and creating a safer, more inclusive world for all.
