Lapu-Lapu City to pilot DSWD program for solo parents

Elvira D. Calunod, a 35-year-old single parent, could not contain her excitement when she learned that she had qualified to avail of the ‘Program SOLo’ of the Department of Social Welfare and Development (DSWD). 

A mother of three from Barangay Buaya, Lapu-lapu City, Cebu, Elvira said that through the program, she can avail of several benefits, such as cash assistance and discounts on basic necessities.

“Dako kaayong ni siyang tabang para sa akong mga anak. Pangitaonon baya jud ang kwarta unya naa sad sila’y booklet kung naa kay masuso, tagaan sad ka ug vitamins niya naa sad kay discount sa pharmacy ug sa ubang fast food chains,” she said. 

(Not only will you be assisted financially, but they will also provide you with a booklet for discounts. If you have a baby, they will give you vitamins and discounts at pharmacies and fast food chains.)

Elvira, a member of the Solo Parents Federation of Lapu Lapu City Inc. (SPFLL), has been a solo parent for 13 years. 

She is grateful to have been included in the program after going through a rigorous screening, interviews, validation, and even a house visit.

“Dili jud siya basta-basta nga program kay adto-on jud ka sa balay unya susihon jud sa DSWD kung wala ba jud kay kapuyo niya dili sad ka apil sa ubang programs sama sa 4Ps. Susihon nila kung tinuod jud ka nga solo parent,” Calunod added.

(It’s a meticulous process wherein DSWD personnel would go to your house to check if you are really living alone with your children and if you are not included in the 4Ps program).

Solo program

In February, DSWD launched the Strengthening Opportunities for Lone Parents program, or Program SOLo, to train and support single parents in their effort to raise children on their own.

The program covers single parents with two to three non-working children below 22 years old, those living near their families and those in other categories in Republic Act 11861, or the Expanded Solo Parents Welfare Act.

The program had its pilot implementation in Lapu-Lapu City on Feb. 15 where DSWD signed a memorandum of agreement with the city government. 

The signing was led by DSWD Undersecretary. for Innovations Edu Punay, Lapu-Lapu City Mayor Junard Chan, and DSWD regional director Shalaine Marie S. Lucero.

The program was initially pilot-tested in Anda, Pangasinan, and Panabo City, Davao del Norte with 30 beneficiaries in each area. 

According to DSWD social welfare officer Ligaya Dael, Lapu-Lapu City was chosen as one of the pilot cities because of the high incidence of solo parents in the highly-urbanized city as well as the strong support from the city government.

“The program is a new Model of Intervention designed by DSWD Social Technology Bureau in response to the Expanded Solo Parent Act  (RA 11861),” said Dael.

Program SOLo will also include interventions such as service delivery and partnership, emotional and parenting support system, community mobilization, and developmental interventions for children. 

“The existing solo parent assistance now has some programs like that of Program SOLo, but it is more focused on the provision of financial assistance to solo parents only,” added Dael.

Under the program, solo parent beneficiaries receive a quarterly cash assistance of P3,000.

Elvira said the financial aid is a big help for her family, especially since she only earns a small income as a reseller of beauty products. 

“Makatabang jud ni sa sama nako especially nga dili man pirmi mohatag ug suporta ang amahan sa akong mga anak. Dili sad ko kademand kay dili man mi kasado,” she said. 

(It is a big help to me, especially since my children’s father does not regularly give us financial support. I can’t also demand because we are not married). 

SPFLL president Russell Esguerra said most of their members are unmarried women.

As of 2023, SPFLL has more than 1,600 members. 

“Less than two percent of our members are men, and most of the members are unmarried women with only a few being separated,” said Esguerra.

Esguerra hopes the Program SOLo and other programs of DSWD and the local government will produce good results, especially since Lapu-Lapu City Mayor Junard Chan is supportive of the solo parents in the city. 

“I am also a solo parent and as a volunteer, it is important for programs like this to help solo parents and their children,” said Esguerra. (MYP/PIA7 Cebu)
