No drivers left behind in PUV modernization in Ilocos Norte

LAOAG CITY, Ilocos Norte (PIA) – The provincial government of Ilocos Norte, through the Metro Ilocos Norte Council (MINC), gave its assurance to local transport sector stakeholders that no one will be left behind in the government’s Public Utility Vehicle Modernization Program (PUVMP).


Lawyer Athena Nicolette Pilar, MINC acting general manager of MINC, said since the pandemic they have been conducting an information drive about the government’s PUV modernization program to prepare the affected sectors and the general public on how the transition will affect them.

“In Ilocos Norte, we are very much aware ever since during the pandemic, MINC has always been working with our transport groups- preparing them for the PUV modernization. Here in Ilocos Norte, we made sure that all our transport groups are aware of this program before its full-blast implementation,” said Pilar.


In compliance with the December 31, 2023 deadline, MINC ensured that all jeepney operators serving the province’s 17 routes have been consolidated into cooperatives.


Aside from its convenience to commuters, the PUV modernization also guarantees safer and more roadworthy jeepneys.


“We were able to consolidate all our routes. For Ilocos Norte, we are very open for PUV modernization. It is very convenient to our passengers. It is also a safer transportation,” said Pilar.


Under the modernization program, it will replace traditional jeepneys with modern units that are equipped and upgraded with CCTVs, environment-friendly engines, and a systematized fare system.

Meanwhile, Jonathan Pascua, president of the New Bacarreños Transport Corporation, said they are positive about the benefits of modernization for PUVs but they appealed for continuous assistance for them.


“We are very much open to this program, but we also hope that the government will continue to assist and think of us, especially for our family,” said Pascua.  


Aside from information dissemination, MINC has also been on the frontline of providing fuel subsidies to public transport drivers and operations in the province.

At present, MINC is assisting PUV drivers in accomplishing the requirements to avail of loan facilities provided by the Landbank of the Philippines in its SPEED PUV program. (JCR/MJTAB/PIA Ilocos Norte)
