OPAPRU initiates localized normalization for MILF combatants in Basilan

ZAMBOANGA CITY (PIA) – The Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) and the Provincial Government of Basilan signed a Memorandum of Agreement (MOA) that aims to empower local communities and foster reconciliation by providing a structured framework for the reintegration of former Moro Islamic Liberation Front (MILF) combatants. 

The measure signifies a crucial step towards sustainable peace and development in the region.

After implementing the localization of normalization initiatives (LNI) program in Basilan, OPAPRU Secretary Carlito Galvez Jr. expressed the organization's intent to extend this initiative to various provinces within BARMM, including Lanao del Sur, Sulu, Tawi-Tawi, and Maguindanao. 

“We would like to change the mindset of our combatants which is for us to preserve life and not use violence,” Galvez emphasized.

The LNI is a locally led initiative with the national government and inter-agency support that aims to implement the normalization program and establish an effective management structure at the local level. The framework seeks to strike a balance between the competencies of Local Government Units (LGUs) under RA 7160 and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) under RA 11054.

OPAPRU will transfer funds to Basilan LGU for the planning, coordination, and execution of LNI initiatives. The agreement outlines Basilan LGU's responsibilities, including organizing meetings, conducting information campaigns, facilitating consultations, and implementing confidence-building measures involving MILF Base Commanders. These efforts aim to promote awareness, inclusivity, and confidence among Basilan's community stakeholders and MILF commanders.

Governor Hadjiman Hataman Salliman conveyed appreciation for the National Government's backing in enhancing interventions that can elevate the LGU's programs and services. 

“Gusto natin na ang effect at impact ng LNI is yung mawala na yung gulo at away sa Basilan (We want the effect and impact of LNI to be the elimination of conflict and discord in Basilan),” Gov. Salliman added. (KSA/APG/RVC/EDT/MLE/PIA9-Zamboanga City)
