Mandatory bookkeeping course helps SK treasurers understand gov’t budgeting

ILOILO CITY (PIA) -- Despite being a financial management major, 21-year-old Bea Marie Amocio said the mandatory training on bookkeeping that Sangguniang Kabataan treasurers like her were required to undertake is beneficial in helping them understand certain aspects of government budgeting.

Amocio, SK treasurer of Barangay Sulong in the town of Alimodian, was one of the more than 1,500 Sangguniang Kabataan (SK) treasurers who enrolled in a Basic Bookkeeping Course conducted by the Technical Education and Skills Development Authority (TESDA).

Despite her background in financial management, Bea said the training is a big help to her studies and in performing her responsibilities as the SK treasurer of Barangay Sulong in Alimodian town.

“Since I am a Financial Management student, I have taken accounting subjects previously. I already have a background in accounting elements and how to perform bookkeeping. I can’t say that the training was a piece of cake. I honestly encountered terms which I also forgot,” said Amocio.

Section 10 of Republic Act 10742, as amended by RA 11768, states that appointed SK treasurers shall undergo a mandatory bookkeeping training from, and be duly certified by TESDA before they are allowed to assume office.

TESDA Iloilo Information Officer Leonora Estanque said the training aimed to equip the recently appointed SK Treasurers with essential skills to competently perform their duties and responsibilities following the barangay and SK elections held on October 30, 2023.

Around 1,366 of the enrollees have completed the two-day program and received their Certificates of Completion under the agency’s TESDA Online Program.

In Iloilo, Estanque said the program was implemented by the TESDA-administered schools and the dedicated Community Training and Employment Coordinators (CTECs) in each municipality from January 25 to 26 this year.

More than 1,500 Sangguniang Kabataan (SK) treasurers in Iloilo City and Iloilo province undergo Basic Bookkeeping Course through the Technical Education and Skills Development Authority (TESDA).

“They played pivotal roles in assisting the students and ensuring seamless coordination,” said Estanque.

After completing the training, SK treasurers can take their oaths and assume their posts.

They are required to complete the entire Bookkeeping National Certificate III training program within one year and pass the mandatory competency assessment.

The appointed SK Treasurers can also use the NC in their employment after their two-year term as treasurers.

Those appointed SK treasurers with relevant experience and educational or career backgrounds in accounting and bookkeeping do not need to undergo the full training on Bookkeeping NC III; instead, they will undergo a comprehensive portfolio assessment before being certified.

Bea said the training was a pleasant learning experience despite the poor internet connectivity, as she found it hard to view the video lectures and submit her answers.  But she was really glad that she was already certified to perform her tasks.

Estanque recognized the support and collaboration of the Department of Interior and Local Government and the National Youth Commission in the implementation of the program, especially in ensuring that SK treasurers in the province would participate and benefit from this initiative.
