Capiceño to receive national Dangal ng Bayan Award

ROXAS CITY, Capiz (PIA) – Fritz J. Juele, an employee of the Department of Education – Schools Division Office in Roxas City, is set to receive his recognition as one of the awardees in the 2023 Outstanding Public Officials and Employee or Dangal ng Bayan Award of the Civil Service Commission.

The awards ceremony is set on Wednesday, Feb. 14, in Malacañang Palace.

The award is conferred on an individual for the performance of an extraordinary act or public service and consistent demonstration of exemplary ethical behavior as outlined in Republic Act No. 6713 or the “Code of Conduct and Ethical Standards for Public Officials and Employees.”                

The 42-year-old Electronics Communication Engineering graduate topped 13 other aspirants from various parts of the country for the CSC’s Honor Awards Program category.

Juele transformed the SDO into a digital office by maximizing the utilization of information and communication technology after he was employed as the IT officer in 2015.

The awardee has developed 16 information systems and six mobile applications for the Division and Regional Office of DepEd to improve the delivery of service to its clientele in his efforts towards a paperless transition, shifting from manual to electronic, and accessibility.

These include the Schools Division Website, Document Tracking and Management System (DMTS), Public School Library System (PSLS), Personnel Services Management System (PSMS) and Jobs @ Roxas City, part of the CSC Enhanced PRIME HRM Program implementation and evaluation that got the Bronze Award and Glass Plaque in 2021 as the specific innovation has helped the Division Office obtain the Maturity Level 2 in all four core HR Systems using three lenses - Systems, Competencies and Practices, namely: Recruitment, Selection and Placement, Learning and Development, Performance Management and Rewards and Recognition.

The website became a depository of at least 3,098 Division issuances and has logged 67,993 users and 756,830 page views based on its Google Analytics data as of March 2023 which could have wasted an estimated P294,310.00 for the printing of issuances to be accessible for concerned teachers and employees.

The awardee, then a web and mobile application developer before joining DepEd, has also introduced the Leave Management Tracking System (LMTS) and Roxas City Biometrics System (RXSBIO) to easily track the leave credits and generate the form 48 daily time record of the 103 Division Office Personnel.

He also developed the IT Clan Battle System, a database of the yearly accomplishments of the School ICT Focal Personnel and Regional DepEd Computerization Program Management System (RDCPMS), a unified tracking, reporting, and management of the DepEd computer packages used by 5041 schools in Region 6.

Juele also established the “Let Us Make IT Happen” program focused on Capacity Building, Program Implementation Review and Rewards and Recognition of the School ICT Focal Personnel.

This program was recognized by the National Educators Academy of the Philippines in Western Visayas as a Professional Development Program and course for teachers and school leaders.

“My dream, motivation, and passion to provide quality public service through ICT and Innovations continue. A legacy I hope I could leave and be continued by the next generations,” Juele said of the recognition.

He also thanked his DepEd family in the region fellow IT officers, SDO Roxas City teaching and non-teaching personnel, stakeholders, and clients as he considered the achievement as a collective effort towards providing quality service and generating champion learners.

The HAP is a significant endeavor of the CSC to acknowledge and celebrate the remarkable contributions of state workers.

The 2023 Search for Outstanding Government Workers is sorted into Presidential Lingkod Bayan, Pagasa, and Dangal ng Bayan Awards.

The Lingkod Bayan for individual and group categories is a recognition to an individual or group for their exceptional contributions that had a nationwide impact while the Pagasa Award is a recognition given to an individual or group for their outstanding contributions that directly benefit more than one department of the government.
