Access to government services
Capucion said the BPSF aims to improve and optimize the efficiency and accessibility of government services through the convergence of government agencies at the local, regional, and national levels.
“We bring agencies that are sometimes geographically and physically inaccessible due to their locations especially in the island province like Siquijor,” he said.
This will increase people’s awareness and appreciation of government programs and services and show to them that the government offers a wide range of services they can avail of.
“As fellow workers of the government, one of our frustrations all the time is we are always busy. We work 5 to 8 hours every day, even beyond, but we always hear the complaints and the clamor of the people. We want to show to them na maraming pong programa at serbisyo ang pamahalaan na kailangan lang pong i-avail (that there are several programs and services that people only need to avail),” said Capucion.
He said 12 serbisyo caravans have aleady been conducted in 12 areas in the country, benefitting a total of 1,060,000 beneficiaries.
In each serbisyo caravan, a total of 50 government agencies offer their services.
“In each serbisyo fair, we bring together more than a hundred programs and services,” he said.
He expressed confidence that they will be able to reach more than five million beneficiaries after they visit their target of 82 provinces.
Siquijor is the first province in Central Visayas and the 11th in the country to host the BPSF.
Launched on September 23, 2023, the BPSF features the government’s flagship programs such as Kadiwa ng Pangulo, Passport on Wheels, Driver’s License registration/assistance, among others.
Programs and services
Among the major social services offered by the BPSF include: enrollment in TUPAD or Government Internship Program (GIP), legal counseling, distribution of farm inputs and machinery, TESDA scholarships and program enrollment, financial assistance programs, Kadiwa Stores, SB Corp. services for MSMEs, educational assistance, LTO driver’s license renewal, DFA passport application, NBI clearance application, police clearance application, LTOPF renewal/application, PSA birth certificate application, Pag-IBIG membership and housing loan, SSS membership application, GSIS UMID application, Postal ID application, National ID application, PhilHealth consultation, public service training, PRC renewal, PAO free legal services, and PhilHealth registration.
The Department of Health will bring their “Lab for ALL” program that offers medical and dental services.
The Department of Migrant Workers (DMW) will provide e-registration assistance, certification of OFW records, legal and public assistance of DMW programs to walk in beneficiaries, and its "Agarang Kalinga at Saklolo Para sa mga OFW na Nangangailangan (AKSYON)" Fund to at least five identified beneficiaries.
The Department of Trade and Industry (DTI) will offer Business Name and Barangay Micro Business Enterprises (BMBE) registration, Negosyo Center for business counselling services and industry cluster profiling and consultation, Diskwento Caravan and KADIWA ng Pangulo, business mentoring and coaching, and other advocacies.
The Department of Labor and Employment will hold a payout for Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced workers (TUPAD), awarding of grants under the DOLE Integrated Livelihood Program, legal counselling, and technical advisory visit.
The Bureau of Fisheries and Aquatic Resources, Department of Agriculture, Department of Agrarian Reform, National Food Authority, National Irrigation Administration, and the Philippine Coconut Authority will offer financial, technical, information, education and other services.
