Premium rate adjustment to expand PhilHealth benefits

SAN JOSE, Antique (PIA) -- The Philippine Health Insurance Corporation (PhilHealth) assures the public that the adjustment of premium contribution is intended to enhance its programs, services, and benefit packages.

Information officer Liza Joyce Songcayawon from the Local Health Insurance Office (LHIO) Antique reiterated that PhilHealth, through premium rate adjustments, continuously improves its benefits to align with the national government’s commitment to expanded and new benefits for the Filipino people.  

Songcayawon noted that PhilHealth’s premium adjustment is mandated by law as provided under Section 10 of Republic Act (R.A.) 11223 or the Universal Health Care (UHC) Act, where the premium is adjusted by 0.25% in 2020, and by 0.5% beginning 2021 until it reaches 5% of the contributor’s income by 2024 and 2025.

However, this 5% premium rate adjustment is the last adjustment based on the schedule provided in the UHC law, which also mandates PhilHealth to provide for a corresponding increase in benefits and services.

Even without an increase in premiums in 2023, PhilHealth pursued programs that

are already in the pipeline including the institutionalization of 156 hemodialysis sessions, an outpatient mental health package, and the enhancement of Z Benefit Package for selected orthopedic implants and colorectal cancer.

Further, the state health insurer was also able to increase the benefit package for ischemic (from P28,000 to P76,000) and hemorrhagic stroke (from P38,000 to P80,000), as well as the benefit package for pneumonia high-risk (P32,000 to P90,100).

For 2024 and onwards, PhilHealth seeks to implement the Inflation Case Rate Adjustment, PhilHealth Guaranteed Accessible Medications for Outpatient Treatment (GAMOT), Severe Acute Malnutrition Package, the rationalization of other top conditions and the most burdensome diseases, such as dengue hemorrhagic fever, cancer (lung, liver, ovarian, and prostate), bronchial asthma, and bacterial sepsis of newborn.

The Z Benefits for post-kidney transplant, breast cancer, prostate cancer, cervical cancer, and open-heart surgery for children shall also be enhanced.

With all the health benefits that may be availed by Filipinos across the country, PhilHealth boasts its strong financial status through its reserve fund amounting to P359.29 billion as of September 2023.

As the administrator of the National Health Insurance Program (NHIP) and with its 29th anniversary themed “Damang-dama ko ang Benepisyo”,
