Albay town chosen as Pambansang Pabahay program site

LEGAZPI CITY, Albay (PIA) – The construction of a housing complex under the Marcos administration’s Bagong Pilipinas Pambansang Pabahay para sa Pilipino (4PH) program has begun in Malinao, Albay, after the municipal government and the Department of Human Settlements and Urban Development (DHSUD) broke ground on March 19.

It was the second site for 4PH in the province of Albay, after Residencia de Legazpi   was initiated by Legazpi City last month.

The project in Barangay Sta. Elena is named Don Maximino Chavez Recendencias de Malinao and will feature 37 four-story buildings that can accommodate a total of 3,552 housing units, equivalent to almost the same number of families who will benefit from it.

Housing Assistant Secretary Rosve Henson said that the national government has a backlog of 6 million to 6.5 million housing units for approximately 6 million families in the country who do not have safe and decent homes.

These families cannot afford to build their own houses without government assistance, he said.

With the 4PH program of President Ferdinand R. Marcos Jr., these low-income families can now have their decent, resilient and safe housing units.

The model house exhibit showcased during the ceremony had a floor area of 27 square meters, 2 bedrooms, a sala, dining area, pantry, comfort room with shower and a terrace.

Henson also encouraged those qualified members of the Pag-IBIG Fund to apply for these housing projects and eventually own a decent, safe and resilient house for their family home especially those who are still renting a family abode.

The most interesting thing about this 4PH program of the President is the easy low cost monthly amortization per unit  which can be paid over a term of up to 30 years with a subsidy percentage from the government, he said.

Henson cited as an example a P8,000 monthly amortization that the government will pay most of its cost while the grantee shall only pay some P3,000 monthly.

Malinao Mayor Sherryl Capus-Bilo said the groundbreaking for the Don Maximino Chavez Recendencias de Malinao was a manifestation of unity and collaboration between the municipal government of Malinao and the private sector.

Bilo said that it will sustain the spirit of unity, progress and hope for a better tomorrow for the people of Albay and the Bicolanos as a whole.

The Social Housing Finance Corp. (SHFC), the DHSUD’s financial arm, is at the forefront of supporting low-income families to own their own homes through socialized housing programs, according to SHFC. Executive Vice President Junefe Payot.

Payut pointed out that their office provides affordable and accessible housing solutions to help empower communities.

Edith Lawenko Manila, one of the heirs of the late Don Maximino Chavez's property, was very grateful to the government for developing their property so that it would benefit the target beneficiaries or occupants.

“Thank you for allowing us to be of service to the people of Malinao through our small inheritance,” said Edith Manila.

The first 500 approved applicants for the housing project have already organized themselves into a homeowners association called Don Maximino Chavez Recedencias Homeowners Association.

Jose Chaves Dasigan, a former chairman of barangay Buliw and presently working at the municipal government of Malinao, has availed himself of a housing unit in the 4PH program.

He said he is encouraged to avail himself of the unit because it is affordable with guaranteed access to basic amenities.

“Nasiyahan po ako kasi maganda yung unit para sa family po, pang masa po talaga ito (I’m satisfied because the unit is good for a family, it's really big),” said Jose Chavez Dasigan, a homeowner association member.

The private developers of Don Maximino Chavez Recedencias de Malinao are Ching Ranola and Maribel Ranola. 

Also in attendance at the groundbreaking ceremonies were Housing Undersecretary Roland Sammuel Young, Assistant Secretary Summer Cea of the Presidential Management Staff, Housing Regional Director Richard Manila and the representative of Albay Governor Edcel Grex Lagman. (PIA 5)
