Council declares Negros Occ. peace and security stable

NEGROS OCCIDENTAL (PIA) – The Provincial Peace and Order Council (PPOC) recently passed a resolution declaring the province in a state of Stable Internal Peace and Security (SIPS).

Gov. Eugenio Jose Lacson emphasized that achieving this stability was not an overnight success but a result of continuous efforts, particularly by the Armed Forces of the Philippines and the Philippine National Police.

“As shown by the turn of events from 2022 to the present, the force of the CPP-NPA has already weakened and to declare it as stable is a good sign for the Negros Occidental especially for investments,” he said.

Lt. Col. Arnel Calaoagan, the 79th Infantry Battalion Commander, said the province transitioned from an insurgency stage to a manageable conflict and eventually to the declaration of SIPS.

Lacson highlighted the importance of collaboration between the military and the local government units (LGUs) to sustain the current peaceful situation.

He emphasized the role of LGUs in providing livelihood opportunities, improved health services, and better infrastructure to prevent conflicts from arising.

He said the decrease in forces across the four fronts targeted by the military indicates progress in enhancing peace and security.

Calaoagan said effective collaboration among the LGUs, Philippine National Police, Coast Guard, law enforcement 

agencies, and communities contributed to achieving stability in internal peace and security.

He said the formal declaration of SIPS will be made after Governor Lacson endorses it to the Sangguniang Panlalawigan.

A Memorandum of Agreement (MOA) will be signed to outline the responsibilities of stakeholders, including the PPOC, city and municipal mayors, and other key players, in sustaining peace in Negros Occidental, he noted.

Assuring local leaders, Calaoagan emphasized the commitment of the military to remain in the province, learning from past mistakes where premature withdrawals allowed rebel groups to regroup.

He called on those still in conflict areas to embrace peace, surrender, and avail of benefits from the Enhanced Comprehensive Local Integration Program (E-CLIP). (AAL/Lljr/PIA 6 Negros Occidental)
