ARTA ensures compliance of gov’t agencies with anti-red tape measures

DAVAO CITY (PIA) -- The Anti-Red Tape Authority (ARTA) Eastern Mindanao Regional Field Office has started visiting  different government offices in the Davao region to check and ensure that they comply with their respective citizens’ charters.

"When it comes to compliance, sila kasi yung nag de-declare ng compliance nila. We're the ones checking it kung tinuod ba nga compliant sila or not," said Engr. Rhuelo D. Aradanas, regional chief of the ARTA Eastern Mindanao Regional Field Office.

(When it comes to compliance, they are the ones declaring their compliance. We're the ones checking if they are really compliant or not.)

The ARTA, created under Republic Act No. 11032, is a government agency mandated to monitor and ensure compliance with the national policy on anti-red tape and ease of doing business in the country.

Aside from monitoring the compliance of the Citizens’ Charter, Aradanas said they are also checking on the implementation of Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, which aims to streamline the current systems and procedures of government services.

The efforts to enhance bureaucratic efficiency through digitalization of government processes and operations are also part of the 8-point socioeconomic agenda of President Ferdinand R. Marcos Jr.

Engr. Ruelo Aradanas, ARTA Eastern Mindanao Regional Office regional chief, reveals that they have started visiting government offices in the Davao region to check their compliance with the national policy on anti-red tape and ease of doing business.

In their site inspection, he noted that Davao City and Tagum City are transitioning into semi-online systems.

The provincial government of Davao Occidental has successfully started implementing online permit applications in coordination with the Department of Information and Communications Technology (DICT), Aradanas said during  the Kapehan sa Dabaw at SM City Davao.

He said that insufficient internet connectivity remains a challenge in complying with the online system, particularly in far-flung areas like the province of Davao Occidental.

ARTA legal officer for Eastern Mindanao Regional Field Office, Lord Anthony Pusod, said they are maintaining constant communication

Atty. Lord Anthony Pusod, ARTA Eastern Mindanao Regional Office legal officer, emphasizes that they also assist government offices in Davao region with their compliance with online systems in government transactions.

with DICT XI to help ensure compliance of online systems in government transactions in the entire Davao Region.

"If they need assistance in connecting with private companies (telecommunications), we can refer them to these companies," Pusod assured on the government agencies and local government units’ needs for internet connectivity.

Meanwhile, Aradanas said that the ARTA Eastern Mindanao Regional Field Office, as a relatively-new government agency, continues to establish its operations and visibility in the region.

He said his office is actively reaching out to more remote municipalities in the region while also maintaining a strategic focus on Region 12. (NCAE/PIA Davao intern/Thumbnail photo from Digos City LGU)
