Isabela City OKs resolution promoting use of electric vehicles

ISABELA CITY, Basilan (PIA) – The city council of Isabela City de Basilan recently passed a resolution promoting the use and regulation of electric vehicles (EVs) across the city through public awareness and collaborative engagement.

The Sangguniang Panlungsod of Isabela City de Basilan approved on March 14, 2024 Resolution No. 24-6866 authored by Councilor Alha-Zim S. Akbar which recommends the use and regulation of Electric Vehicles in the city.

Resolution No. 24-6866 recommends the use and regulation of Electric Vehicles in Isabela City with the following measures:

City-wide Promotion of Electric Vehicles: Advocate for the use of electric vehicles among all residents and businesses throughout Isabela City to contribute to a greener environment.

Public Education and Awareness Campaigns: Initiate comprehensive campaigns to inform the public about the environmental and economic benefits of electric vehicles, including workshops, seminars, and information drives in schools, barangay centers, and public spaces.

Stakeholder Engagement and Collaboration: Foster partnerships with local businesses, NGOs, environmental groups, and educational institutions to support the electric vehicle movement through knowledge sharing, promotional activities, and collaborative projects.

Non-Financial Incentives Exploration: Considers the adoption of non-monetary incentives for EV users such as preferred parking, recognition programs for early adopters, and encouragement of EV use in city operations where feasible.

Regulatory Framework and Policy Development: Task relevant city departments with developing a comprehensive plan and regulatory framework that supports the integration of electric vehicles into the city’s transportation ecosystem, ensuring safety, accessibility, and efficiency.

Periodic Review and Adjustment: Commit to regular assessments of the electric vehicle initiatives impact, challenges, and progress, with adjustments to policies and strategies as needed to meet evolving circumstances and goals.

The Sangguniang Panglungsod of Isabela City de Basilan has taken this step as it recognizes the global movements towards sustainable and environmentally friendly transportation solutions to reduce greenhouse gas emissions and improve urban air quality. Isabela City aims to be at the forefront of environmental stewardship and public health improvement by adopting sustainable urban mobility. 

Currently, Isabela City residents use gas or diesel-powered vehicles and tricycles as mode of transportation. 

Based on 2021 data, the city government has awarded nearly 1,500 Motorized Tricycle Operators’ Permit (MTOP) to operators and drivers who serve short routes within the city limits.

The Philippine government has been advocating for electric vehicles (EVs) for over a decade, aiming to foster a more sustainable environment in the country. In 2006, under the leadership of Former President Gloria Macapagal Arroyo, Executive Order 488 was issued to encourage EV manufacturing. This led to a reduction in tariff rates for EV components, enabling manufacturers to import them at lower costs.

This initiative was further reinforced by Republic Act 11697, also known as the "Act Providing for the Development of the Electric Vehicle Industry." This legislation establishes a national policy framework to nurture the growth of the electric vehicle industry in the Philippines. Compared to conventional vehicles, EVs are more environmentally friendly as they do not emit carbon dioxide, which is detrimental to our ecosystem, and they offer significant cost savings.
