The KP is a community-based dispute settlement mechanism administered by the basic political unit of the country, which is the barangay. It aims to provide a simple, speedy, and inexpensive means of settling disputes at the grassroots level. It promotes community harmony, provides accessible justice, and lightens the caseload of the formal court system by resolving disputes at the barangay level.
Republic Act No. 7160 or the Local Government Code of 1991 mandates every barangay to create its Lupon. The lupong tagapamayapa is composed of the punong barangay as the chairperson, and not fewer than 10 and not more than 20 members chosen from within the community.
Vice Gov Glenn Prudenciano shared that the provincial government has an incentive award system for the best-performing LP in the province through Provincial Ordinance No. 2017-02.
