Iloilo City residents to benefit from PBBM’s 'pambansang pabahay' program

ILOILO CITY (PIA6) -- Iloilo residents will soon benefit from the housing program of the national government as this city has been chosen for the third time by the Marcos administration's "Pambansang Pabahay Para sa Pilipino: Zero ISF Program for 2028” or the 4PH program.

The 4PH program is one of the flagship programs of the national government under the Department of Human Settlements and Urban Development (DHSUD) that aims to fulfill the housing backlog of the country by 2028.

On April 2, the Iloilo City Government, together with the Department of Human Settlements and Urban Development (DHSUD) and the PHINMA Property Holdings Corp., which would develop the project, signed a memorandum of agreement (MOA).

Iloilo City Mayor Jerry P. Treñas, Housing Undersecretary Roland Samuel Young, Housing Regional Director Eva Marie Marfil, and PHINMA Community Housing head Luis Oquinena led the signing.

In his message, Treñas called on other local government units (LGUs) to support the program and stressed how the project is vital for the progress of Iloilo City and the city government’s campaign to give Ilonggos safe and decent housing.

"We all know that our underprivileged residents wanted this housing project. I've been a mayor for a long time and I know that houses for the informal settlers are very important and we would like to be part of this program of the national government," he added, noting that the city government had been doing land banking in preparation for more housing units.

This third project will be developed under the turnkey scheme, wherein the developer (Phinma) owns the land, develops the area, and constructs the structure; while the city government will identify the qualified beneficiaries.

"Our role is to identify the beneficiaries as they are looking at around 2,000 housing units to be built under this project located at Brgy. San Isidro in Jaro district. We will also prioritize those families in danger zones, like those near the shores and creek as they are the ones we always help during typhoons," Treñas furthered.

Meanwhile, as to the status of the first two 4PH projects in the city, Marfil revealed that they were delayed as they are supposed to be built on government-owned land, wherein the projects' feasibility study needs first to pass through the Private-Public Partnership Center for review and approval.

"This is why we are now campaigning for private lots to be used for other potential projects. The developers may want to buy the land so that it will not go through the PPP and will make the process faster," Marfil added, saying that they are currently waiting for Phima to submit their technical plans for the housing project.
