DOH, BJMP forge partnership to strengthen anti-drug efforts, improve jail conditions


SAN FERNANDO CITY, La Union (PIA) – The Department of Health (DOH) and the Bureau of Jail Management Penology (BJMP) in Region 1 joined forces to strengthen the government's anti-illegal drug campaign and create a healthier work environment for BJMP personnel.
 
A signed memorandum of agreement (MOA) outlines collaborative efforts between the two agencies.
 
DOH Regional Director Paula Paz Sydiongco and BJMP Regional Director Senior Supt. Florante Nisperos led the MOA signing ceremony held at the BJMP Regional Office 1 in Camp Florendo, Barangay Parian here, on Wednesday.
 
To ensure a drug-free work environment, the MOA stipulates quarterly drug testing for all BJMP personnel, including those stationed at the regional office and jail facilities, to be conducted by the DOH.
 
Additionally, at least 20 percent of the persons deprived of liberty (PDL) population will be included in the testing.
 
The DOH will also provide BJMP with anti-drug-related health lectures and training.
 
This will equip BJMP personnel with the knowledge and tools to effectively address substance abuse.
 
Further, DOH will extend technical assistance to BJMP to ensure the continued implementation of a robust anti-drug program.
 
Sydiongco emphasized the importance of a drug-free work environment.
 
She highlighted the positive impact on employee safety, health, and overall productivity.
 
“Educating people on the effects of substance abuse counteract many of the misconceptions about drug and alcohol use. A drug-free workplace reduces work-related accidents and risks, lessens employee liability, and enhances the agency's reputation,” she added.
 
Sydiongco also commended BJMP's proactive stance against illegal drugs and encouraged the continued promotion of drug-free awareness programs.
 
“I encourage everyone to continue to ensure a safe and healthy workplace environment free from dangerous drugs in all your offices and jails and sustain the promotion of drug-free awareness programs,” she emphasized.
 
Recognizing the detrimental effects of illegal drugs, BJMP has already established a drug-free workplace policy.
 
This policy strictly prohibits the use of illegal substances by all BJMP personnel both inside and outside of office premises.
 
Following the MOA signing, 110 BJMP personnel underwent mandatory drug testing conducted by DOH personnel.
 
This collaborative effort between DOH and BJMP demonstrates their commitment to fostering a safe, healthy, and productive work environment for BJMP personnel and the PDL population under their care. (JCR/AMB/PIA Region 1)
