‘Kapihan sa DavNor’ still potent information tool for communities, says PIA chief

TAGUM CITY, Davao del Norte (PIA) – Philippine Information Agency (PIA)  Director General Jose A. Torres Jr., has lauded the Provincial Government of Davao del Norte for sustaining the Kapihan sa DavNor.

Torres noted how the Kapihan sa DavNor has lived on despite the strong influence of digital platforms, “blending well with digitalization as a social media content that focuses on services of national line agencies.”

“The fact that this forum has changed from Kapihan sa Kapitolyo to Kapihan sa DavNor, proves the string of challenges that it has gone through as a platform of grassroots communication. It has survived the evolving communication platforms triggered by digitalization,” he said in a video message aired during the 20th Anniversary Program of the Kapihan sa DavNor on April 24, 2024 at the PTV DavNor Studio located inside the Provincial Government Center, Mankilam, Tagum City.

The 20th year of Kapihan sa DavNor also marks the length of service of the PIA Davao del Norte Information Center (Infocen) which used to be the DavComval Information Center when it started operating in April 2004.

USec Jose A. Torres Jr, Director General of the Philippine Information Agency (PIA) sends his video message congratulating the provincial government of Davao del Norte for sustaining the Kapihan sa DavNor which has been a joint initiative of PIA XI and PLGU Davao del Norte for 20 years

This Information Center (Infocen) used to handle the provinces of Davao del Norte, Davao Oriental, and Compostela Valley (renamed into Davao de Oro).

PIA Davao del Norte Infocen has sustained the Kapihan sa Kapitolyo which was later renamed into Kapihan sa DavNor in 2019, along with the changes in the local provincial administration.

Based on his monitoring of the Kapihan upon coming in as the PIA Director General in June 2023, Torres  shared his impression saying “indeed your Kapihan in Davao del Norte remains a powerful medium not only to disseminate information but also to facilitate public understanding on national government thrusts, policies, and programs.”

The Kapihan sa DavNor now is aired Live via PTV DavNor 48 and DXNR Radio 911, both locally managed by the Provincial Government of Davao del Norte thru the Provincial Information Communication and Knowledge Management Office (PICKMO). photo capture from PTV DavNor airing

Meanwhile, Torres noted that the Kapihan in Davao del Norte has the edge over other areas because it is aired over PTV DavNor 48 and DXNR Radio 911.

“These are potent platforms to widely disseminate information at the grassroots levels,” he said.

He also took note of the Community Development Information Officers (CDIOs) and information officers of national line agencies (NGAs) “who used to bank on the Kapihan sa DavNor as its face-to-face platform of communication long before social media came around.”

Having cited the relevance Kapihan sa DavNor, Torres urged the Provincial Government of Davao del Norte “to continue it through the Provincial Information Office locally called the Provincial Information Communication and Knowledge Management Office (PICKMO).
