New SK treasurers to receive TESDA training

The Technical Education and Skills Development Authority (TESDA) is set to provide newly appointed Sanggunian Kabataan (SK) treasurers with a free bookkeeping course to make them more competent to perform their duties and responsibilities as appointed barangay officials.

According to Section 10 of Republic Act (RA) No. 10742, as amended by RA 11768, appointed SK treasurers “shall undergo a mandatory bookkeeping training from, and be duly certified by the Technical Education and Skills Development Authority (TESDA) before assumption to office.”

Relative to this, last January 19, TESDA Secretary Suharto Mangudadatu issued guidelines on mandatory bookkeeping training for newly appointed SK treasurers.

In a statement, Secretary Mangudadatu said that TESDA supports the implementation of the mandatory bookkeeping training requirement for all appointed SK treasurers to ensure that they are skilled and competent to perform the crucial role of managing the assets and funds of the government.

“TESDA's Bookkeeping NC III covers a wide scope of accounting and auditing competencies as well as the application of techniques and technologies which are beneficial to the performance of SK treasurers’ duties and responsibilities outlined in Section 15 of the SK Law, particularly in the allocation and disbursement of SK budget, and the preparation and analysis of financial reports,” Secretary Mangudadatu said.

Under the guidelines, newly appointed SK treasurers endorsed by the local government units (LGUs) shall undergo a two-day online Basic Bookkeeping Course to be conducted by TESDA Technology Institutions through the TESDA Online Program (TOP).

The agency is eyeing to roll out the two-day online Basic Bookkeeping Course on January 25 and 26 for the Visayas cluster, January 27 and 28 for Luzon, and January 29 and 30 for Mindanao.

Upon completion, they can take their oaths and assume their posts. Afterwards, they will be required to complete the full Bookkeeping NC III training program within one year and pass the mandatory competency assessment.

Appointed SK treasurers who possess relevant experience and educational or career backgrounds in accounting and bookkeeping do not need to undergo the full training on Bookkeeping NC III, but instead undergo a comprehensive portfolio assessment prior to being certified.

The nominal duration for the full TESDA Bookkeeping NC III course is 292 hours or approximately 1.5 months. Trainees may undergo assessment immediately after completing the course, and if successful, will be given the corresponding TESDA National Certificate Level III in Bookkeeping.

“We believe this is also a good investment to our people as this certification can be used by the SK treasurers in their pursuit of jobs or livelihood even after their term of office,” the TESDA Chief added.

The cost of training will be covered by TESDA, while Competency Assessment and Certification of all appointed SK treasurers shall be charged against the funds of the municipal/provincial government unit concerned.
